WHO WILL DEVELOP THE STANLEY ROWE/LIBERTY ST TRANSFORMATION PLAN?
Stanley Rowe Towers, Rowhouse and Liberty Street Apartments public housing residents, CMHA and neighborhood stakeholders will serve on the Housing, People and Neighborhood Task Forces. The Transformation Plan will be developed as these Task Forces work together.
HOW LONG WILL IT TAKE?
HUD anticipates announcing grant awards in January 2021. The planning process and Stanley Rowe and Liberty Street household assessments are expected to take two years. After developing the Transformation Plan, CMHA plans to apply to HUD and funders to build the new community.
WILL THERE BE NEW HOUSING CONSTRUCTED?
The planning process will evaluate alternatives for new/renovated housing. The Stanley Rowe and Liberty St public housing residents will have a critical seat at the table for every meeting.
WILL I BE OFFERED AN OPPORTUNITY TO LIVE IN THE NEW APARTMENTS?
Yes, every lease-compliant existing Stanley Rowe Towers, Rowhouses and Liberty Street household will have the right to return to a replacement apartment where they will continue to pay 30% of their income toward rent. Choice Neighborhoods requires one-for-one replacement housing.

HOW IS CHOICE NEIGHBORHOODS DIFFERENT FROM HOPE VI?
Created by the Obama administration in 2010, Choice Neighborhoods builds on lessons from HOPE VI by investing in affordable housing, services and the surrounding neighborhood. Choice Neighborhoods provides funds to improve resident access to education, workforce development, wellness programs and mobility.
