The Project-Based Voucher (PBV) Program is a discretionary component of the Section 8 Housing Choice Voucher (HCV) program. The PBV attaches rental assistance to specific housing units in properties that are determined to be decent, safe and sanitary through the Housing Quality Standards inspection process. Under the PBV program, Cincinnati Metropolitan Housing Authority (CMHA) enters into an assistance contract with the owner for specified units and for a specified term.
Tenants residing in Project-based units pay 30% of their income for rent and utilities, and the balance of their housing costs are paid by CMHA. Tenants in Project-Based units are assisted as long as they live in the unit and continue to qualify for the program.
